Zonja dhe zotërinjë,
Sot nuk jemi mbledhur vetëm për të shënuar përmbylljen e një rrugëtimi formimi profesional. Jemi mbledhur edhe për të reflektuar mbi përgjegjësinë që e pret çdo magjistrat sapo hyn në sistemin e drejtësisë: të ushtrojë detyrën me profesionalizëm, me integritet dhe me vetëdijen se drejtësia nuk vepron kurrë e shkëputur nga besimi i publikut.
Për këtë arsye, zhvillimi i kësaj konference pikërisht përpara ceremonisë së diplomimit ka një domethënie të veçantë. Ajo u kujton magjistratëve të rinj se hyrja në këtë profesion nuk është vetëm marrje e një titulli, por pranimi i një përgjegjësie publike, që kërkon dije, karakter dhe vetëdije për ndikimin që drejtësia ka në jetën e njerëzve dhe në besimin e shoqërisë.
Prania në këtë sallë e drejtuesve të institucioneve, gjyqtarëve, prokurorëve, pedagogëve, përfaqësuesve të medias dhe magjistratëve të rinj i jep këtij momenti një kuptim më të gjerë se vetë ceremonia e diplomimit. Është një takim mes atyre që kanë mbajtur dhe mbajnë përgjegjësi për drejtësinë dhe atyre që sapo hyjnë në këtë rrugë. Pikërisht kjo ndërthurje e përvojës me fillimin e një rrugëtimi të ri më bën ta shoh këtë ditë jo thjesht si një ceremoni, por si një moment reflektimi për të gjithë ne.
Kam pasur privilegjin ta përjetoj këtë ceremoni për afro tri dekada, si pedagog i Shkollës së Magjistraturës, si Drejtor i saj dhe, vitet e fundit, si Kryetar i Këshillit Drejtues. Kam parë shumë breza të diplomohen, kam ndjerë emocionin e kësaj dite, ashtu siç kam ndjekur më pas rrugëtimin profesional të shumë prej tyre.
Çdo vit kam menduar se si të mos përsëris atë që kam thënë më parë. Me kalimin e viteve kam kuptuar se sfida nuk është të gjesh fjalë të reja, por të mos reshtësh së thëni ato që mbeten të vërteta, sepse, sa më gjatë jeton me këtë profesion, aq më shumë bindesh se drejtësinë nuk e mbajnë në këmbë risitë e momentit, por vlerat mbi të cilat ajo ndërtohet.
Brezat ndërrohen, ligjet zhvillohen, praktika gjyqësore pasurohet, teknologjia ndryshon mënyrën si punojmë dhe shoqëria e sheh drejtësinë me pritshmëri gjithnjë e më të mëdha. Megjithatë, ka disa vlera që nuk vjetërohen kurrë. Ato nuk i përkasin një brezi apo një reforme të caktuar. Ato i përkasin vetë profesionit të magjistratit.
Pikërisht për këto vlera dua të flas sot; jo për dispozitat ligjore që do t’i gjeni në kodet tuaja, as për teknikën e hartimit të një vendimi, të cilën do ta përsosni me përvojë, por për ato cilësi që nuk i mëson asnjë tekst ligjor dhe që nuk maten me asnjë provim.
Shumë prej tyre nuk do t'i kuptoni plotësisht sot. Ato do t'jua mësojë vetë profesioni.
Do ta kuptoni se dija juridike, sado e thellë të jetë, është vetëm fillimi i rrugës suaj. Do ta kuptoni se dosjet që do të keni përpara nuk janë vetëm akte procedurale. Pas çdo dosjeje ka një njeri, një familje, një biznes, një interes publik, një konflikt dhe shpesh një ankth njerëzor që kërkon përgjigje.
Do ta kuptoni gjithashtu se vendimet më të vështira nuk janë gjithmonë ato ku ligji duket i paqartë. Shpesh, më të vështirat janë ato vendime ku ligji është i qartë, por rrethanat njerëzore, presioni publik, vetmia e vendimmarrjes dhe pesha e pasojave ju vënë në provë.
Në ato çaste përgjigjen nuk do ta gjeni vetëm në ligj. Do ta gjeni edhe tek vetja.
Aty do të kuptoni se cilësia më e rëndësishme e një magjistrati nuk është vetëm inteligjenca. Është karakteri për të mbetur i paanshëm kur të tjerët kërkojnë anësi, për të ruajtur qetësinë kur rreth jush ka zhurmë, për të dëgjuar me durim edhe atë që nuk përputhet me bindjen tuaj të parë, për të pranuar se askush nuk është i pagabueshëm dhe se përulësia është shoqëruesja më e mirë e dijes.
Këto kanë qenë gjithmonë sprovat e profesionit, por brezi juaj do të përballet edhe me sfida të reja. Njëra prej tyre është tema që do të na shoqërojë gjatë kësaj dite: marrëdhënia ndërmjet drejtësisë, medias dhe publikut.
Ju do të ushtroni detyrën në një kohë kur fjala përhapet shpejt, perceptimi krijohet shpejt dhe gjykimi publik shpesh paraprin gjykimin institucional. Kjo nuk duhet t’ju trembë, por duhet t’ju bëjë të vetëdijshëm.
Media, rrjetet sociale dhe teknologjia do të vijojnë të ndryshojë. Detyra e magjistratit, megjithatë, mbetet e njëjtë. Ju nuk do të merrni vendime për të kënaqur opinionin publik, por as për t’iu kundërvënë atij. Ju do të merrni vendime për t’i shërbyer ligjit.
Ky mision nuk do të jetë gjithmonë i lehtë. Do të ketë ditë kur do të ndiheni vetëm, jo sepse nuk do të keni kolegë pranë, por sepse ka vendime që askush nuk mund t’i marrë në vendin tuaj. Në ato çaste nuk do t’ju ndihmojë zhurma që vjen nga jashtë, por qetësia që keni ndërtuar brenda vetes.
Pikërisht aty matet edhe autoriteti i vërtetë i magjistratit. Përvoja më ka mësuar se ky autoritet nuk buron nga toga që vesh, as nga funksioni që ushtron. Ai buron nga besimi që frymëzon, i cili nuk fitohet me një vendim të vetëm. Besimi ndërtohet gradualisht, me mënyrën si i dëgjoni njerëzit, me sjelljen në sallën e gjyqit, me cilësinë e arsyetimit, me dinjitetin e qëndrimit dhe me aftësinë për të qenë të drejtë edhe kur kjo është e vështirë.
Kur një magjistrat fiton këtë besim, ai nuk forcon vetëm autoritetin e tij. Ai forcon edhe institucionin që përfaqëson. Kështu ndërtohet, brez pas brezi, besimi tek drejtësia.
Institucionet nuk ndërtohen nga një brez i vetëm. Çdo brez merr prej atyre që kanë qenë përpara një trashëgimi që duhet ta ruajë, ta pasurojë dhe t’ua përcjellë më të mirë atyre që do të vijnë pas. Sot ju bëheni pjesë e kësaj vazhdimësie. Ky është një nder, por mbi të gjitha një përgjegjësi.
Në fund të kësaj fjale dua të theksoj një të vërtetë që, besoj, përmbledh thelbin e këtij profesioni. Sot Shkolla e Magjistraturës ju jep diplomën. Nesër sistemi i drejtësisë do t’ju japë kompetencën, por besimin nuk do t’jua japë askush. Atë do ta fitoni vetë, çdo ditë, me vendimet që do të merrni, me sjelljen tuaj, me çdo zgjedhje që do të bëni gjatë jetës suaj profesionale.
Unë dua të besoj se do ta meritoni. Dua të besoj se brezi juaj do ta bëjë drejtësinë shqiptare më të fortë, jo vetëm përmes dijes dhe profesionalizmit, por edhe përmes karakterit, integritetit dhe dinjitetit me të cilin do ta ushtrojë këtë mision.
Dhe një ditë, ndoshta pas shumë vitesh, kur edhe ju të merrni pjesë në një ceremoni si kjo, do ta kuptoni pse disa fjalë duhen përsëritur vazhdimisht: jo sepse janë të reja, por sepse mbeten gjithmonë të vërteta.
Ju uroj rrugëtim të mbarë, urtësi në vendimmarrje, kurajë në çastet e vështira dhe besim të palëkundur tek drejtësia që do të keni nderin t’i shërbeni.

Distinguished heads of constitutional institutions and institutions of the justice system,
Distinguished representatives of the media,
Distinguished professors, judges and prosecutors,
Dear newly graduated magistrates,
Ladies and Gentlemen,
Today, we are gathered not only to mark the completion of a course of professional training. We are also gathered to reflect upon the responsibility that awaits every magistrate upon entering the justice system: the responsibility to exercise judicial office with professionalism, integrity, and the awareness that justice can never be administered in isolation from public confidence.
For this reason, holding this conference immediately prior to the graduation ceremony carries particular significance. It serves as a reminder to our new magistrates that entering this profession is not merely the attainment of a professional title, but the acceptance of a public responsibility, one that demands knowledge, strength of character, and a clear understanding of the profound impact that the administration of justice has on people's lives and on society's confidence in the justice system.
The presence in this hall of institutional leaders, judges, prosecutors, academics, representatives of the media and newly qualified magistrates give this occasion a significance that extends far beyond the graduation ceremony itself. It is a meeting between those who have carried and continue to carry the responsibility for administering justice and those who are only now embarking upon that path. It is precisely this encounter between experience and the beginning of a new professional journey that leads me to regard today not merely as a ceremony, but as a moment of reflection for all of us.
I have had the privilege of experiencing this ceremony for nearly three decades: first as a lecturer at the School of Magistrates, then as its Director and, in recent years, as Chair of its Governing Board. I have witnessed many generations graduate. I have shared the emotion of this day with them, just as I have followed the professional paths that many of them have taken afterwards.
Each year I have asked myself how I might avoid repeating what I had said before. With the passing of time, I have come to understand that the true challenge is not to find new words, but never to tire of repeating those truths that remain enduring. For the longer one lives with this profession, the more one becomes convinced that justice is sustained not by the novelties of the moment, but by the values upon which it is built.
Generations change. Laws evolve. Judicial practice becomes richer. Technology transforms the way we work. Society views justice with ever greater expectations. Yet there are certain values that never become outdated. They belong neither to a particular generation nor to a specific reform. They belong to the very essence of the judicial profession.
It is these values that I wish to speak about today—not the legal provisions that you will find in your codes, nor the technical skills involved in drafting judicial decisions, which you will refine through experience, but those qualities that no legal textbook can teach and that no examination can measure.
Many of them you will not fully understand today. The profession itself will teach them to you.
You will come to understand that legal knowledge, however profound, is only the beginning of your journey. You will realise that the case files placed before you are not merely bundles of procedural documents. Behind every file stands a human being, a family, a business, a public interest, a conflict and, very often, a profound human anxiety seeking an answer.
You will also discover that the most difficult decisions are not always those in which the law appears uncertain. More often, the greatest challenges arise when the law is perfectly clear, yet human circumstances, public pressure, the solitude of decision-making and the weight of the consequences put you to the test.
In those moments, the answer will not be found in the law alone. You will also find it within yourselves.
It is then that you will realise that the most important quality of a magistrate is not intelligence alone. It is character. The character to remain impartial when others demand partiality; to preserve calm when surrounded by noise; to listen patiently even to arguments that challenge your initial convictions; to acknowledge that no one is infallible; and to recognize that humility is the greatest companion of knowledge.
These have always been the defining tests of the judicial profession. Your generation, however, will also face new challenges. One of them is the very theme that brings us together today: the relationship between justice, the media and the public.
You will exercise your judicial office at a time when information spreads instantly, public perceptions are formed within moments, and public judgment often precedes institutional adjudication. This should not intimidate you. It should make you conscious of the responsibility you bear.
The media, social networks and technology will continue to evolve. The duty of the magistrate, however, remains unchanged. You will not render decisions in order to satisfy public opinion, nor will you decide in opposition to it. You will render decisions in service of the law.
This mission will not always be easy. There will be days when you feel alone—not because you will lack colleagues by your side, but because there are decisions that no one else can make on your behalf. In those moments, it will not be the noise from outside that sustains you, but the inner composure and conviction you have cultivated within yourselves.
It is precisely there that the true authority of a magistrate is measured.
Experience has taught me that this authority does not derive from the judicial robe one wears, nor from the office one holds. It derives from the confidence one inspires. And confidence is never earned through a single judgment. It is built gradually: through the way you listen to those who appear before you; through your conduct in the courtroom; through the quality of your legal reasoning; through the dignity with which you discharge your duties; and through your ability to remain just, even when justice is difficult.
When a magistrate earns that confidence, he or she strengthens not only personal authority, but also the institution he or she represents. This is how trust in the judiciary is built—generation after generation.
Institutions are never built by a single generation. Every generation inherits a legacy from those who came before it—a legacy that must be preserved, enriched and passed on, stronger than it was received, to those who will come after. Today, you become part of that continuity. It is an honour, but above all, it is a responsibility.
Allow me to conclude by emphasizing a truth that, in my view, captures the very essence of this profession. Today, the School of Magistrates confers upon you your diploma. Tomorrow, the justice system will confer upon you judicial authority. But no one will confer upon you public trust. That, you will earn for yourselves, day by day, through every decision you render, through your conduct, and through every choice you make throughout your professional lives.
I choose to believe that you will prove worthy of that trust. I believe that your generation will make the Albanian justice system stronger not only through legal knowledge and professional excellence, but also through the character, integrity and dignity with which you will carry out this noble mission.
And perhaps one day, many years from now, when you yourselves stand before a new generation of magistrates at a ceremony such as this, you will understand why certain words deserve to be repeated time and again: not because they are new, but because they remain forever true.
I wish you success on the path that lies ahead. I wish you wisdom in your decision-making, courage in moments of difficulty, and an unwavering faith in the justice that you will have the honour and the privilege to serve.
